The Federal Acquisition Regulations (FAR) justifies the sole source procurement of products and services under the Women-Owned Small Business sole source authority. 

On September 14, 2015, the Small Business Administration published a final rule to implement section 825 of the National Defense Authorization Act for Fiscal Year 2015 allowing sole source awards to Women-Owned Small Businesses (WOSBs) or Economically Disadvantaged Women-Owned Small Businesses (EDWOSBs) in industries where women-owned small businesses have historically been under-represented.

and BOOST® PMO-1 Communicate Excellence service package falls under a WOSB under-represented NAICS code of 541611 – Administrative and Management Consulting Services (§ 127.501).


OPP is a responsible contractor. OPP is rated “exceptional” in over 95% of their Contractor Performance Assessment Rating System (CPARS) assessments. Our GSA schedule contract has been audited twice and both times received an “exceptional” rating. OPP has undergone a 3rd party assessment of their financial and accounting practices and are verified as DCAA-compliant.


Only one firm is reasonably available. OPP’s BOOST® PMO-1 is service marked and is therefore a brand name package of services. BOOST® PMO-1 involves a combination of specialized expertise and proprietary processes/tools. The specific templates for PowerPoint, Reports, Letterhead/Memo and the 1-page overview template will save many hours of program staff time in the creation of these documents, while providing a visually-consistent professional identity for the program. According to Forbes magazine, private sector firms should “over invest in your brand as much as you can possibly afford.” The firm profiled noted 100x return on its investment. While government agencies do not generally invest in branding (and DHS-agencies are prohibited from investing in branding), the efficiencies of templated and consistent communications alone justify the purchase of this service package.

The anticipated award price of the BOOST® PMO-1 product is well under the simplified acquisition threshold, and even with follow-on options, the total contract would not exceed the $4,000,000 maximum ceiling for sole source.


The BOOST® PMO-1 price is fair and reasonable.  Many organizations spend hours re-formatting documents. The program will realize significant savings through having templates for PowerPoint, Reports, Letterhead/Memo and the 1-page overview template that eliminates these reformatting efforts.  These, plus the Style Guide, will drive efficiencies and clearer communications throughout the program.  The savings will likely exceed the $21,960 cost of BOOST® PMO-1 while driving program unity and telegraphing excellent management to outside stakeholders.
