The Federal Acquisition Regulations (FAR) justifies the sole source procurement of products and services under the Women-Owned Small Business sole source authority. 

On September 14, 2015, the Small Business Administration published a final rule to implement section 825 of the National Defense Authorization Act for Fiscal Year 2015 allowing sole source awards to Women-Owned Small Businesses (WOSBs) or Economically Disadvantaged Women-Owned Small Businesses (EDWOSBs) in industries where women-owned small businesses have historically been under-represented.

and BOOST® PMO-2 Streamline & Standardize service package falls under a WOSB under-represented NAICS code of 541611 – Administrative and Management Consulting Services (§ 127.501).


OPP is a responsible contractor. OPP is rated “exceptional” in over 95% of their Contractor Performance Assessment Rating System (CPARS) assessments. Our GSA schedule contract has been audited twice and both times received an “exceptional” rating. OPP has undergone a 3rd party assessment of their financial and accounting practices and are verified as DCAA-compliant.


Only one firm is reasonable available. OPP’s BOOST® PMO-2 is service marked and is therefore a brand name package of services. BOOST® PMO-2 involves a combination of specialized expertise and proprietary processes/tools. The review of program processes, the recommendations of process improvements and the documentation of Standard Operating Procedures (SOPs) will save many hours of program staff time in figuring out how to complete routine tasks and who should be engages for support and approvals. SOPs will also save time through the establishment of pre-approvals of routine tasks and the education of staff on when they should occur.  OPP’s specialized experience and proprietary processes and templates for SOPs make us the only firm that is reasonably available to provide this service at this low fixed price.

The anticipated award price of the BOOST® PMO-2 product is well under the simplified acquisition threshold. Even with follow-on options, the total contract would not exceed the $4,000,000 maximum ceiling for sole source.


The BOOST® PMO-2 price is fair and reasonable. According to the Process Folks, the return on investment for developing SOPs is as low as six months. Getting all program staff and partners to follow proper procedures and the identification of process bottlenecks will drive efficiency that will maximize agency/program resources. With OPP’s low fixed price of $29,400, the ROI for BOOST® PMO-2 will likely be sooner than six months for government programs.
